Good post, I agree. They also have a smart owner - Warren Buffett. He saw that the returns on investment in advertising were great and set (or approved - I think it was set though) the plan to invest in a huge increase in spending on marketing. And he was smart enough to say now you all go do what is best. I know you know the business and make good decisions I trust you to spend the money well.
He gives managers freedom to take risks. If the campaign had been a flop they would have been able to reassess and redirect and wouldn't have to worry about he CEO being fired because they risk they took on advertising didn't work.
